Buying Crypto in Brazil the Regulated Way: Pix, Banco Central, B3

The 30 October deadline has passed and the market has been sorted into those who filed and those who left. Here is how to stay on the regulated side.

Brazil now has a full rulebook for crypto, and October 2026 was the month it began to bite. Resolutions 519, 520 and 521 of the Banco Central, in force since 2 February 2026, require virtual-asset service providers to be authorized. Firms already operating had until 30 October to file the first phase of their request. For a Brazilian buyer, the practical question is simple: which channels are on the regulated side of that line?

What the deadline changed

  • Filing on time lets a platform keep operating while the Banco Central reviews it. Under Resolution 548, that review can take up to three years.
  • Platforms that did not file must wind down and guide clients on withdrawals; reports put the limit at 29 November 2026.
  • Under Resolution 589, from 6 November 2026 regulated institutions may not carry out or facilitate crypto operations with providers lacking authorization to operate in Brazil, except where the rules allow.
  • Self-custody stays legal, provided the wallet owner can be identified when assets move to or from a regulated provider.
A filing buys time, not a seal of approval. Read the status line, not the logo.
Since February 2026, crypto platforms serving Brazilians need Banco Central authorization.

Who filed and who left

By late October, Binance, OKX, Bybit and Mercado Bitcoin had publicly confirmed filings; OKX filed on 16 October and Mercado Bitcoin on 27 October, as a virtual-asset broker covering intermediation and custody. Coinbase said it would file in the final week. On 26 October, BP Money's running tally of firms seeking a licence reached 22 names. Others chose to leave: Bitso closed its direct retail services by 30 October and moved clients to Mercado Bitcoin; NovaDAX, Coinext, Digitra and Bitnuvem announced exits; Crypto.com shut its real-denominated account services. No platform had been reported as fully authorized under the new regime by the end of October.

Three regulated routes

  • A platform in the authorization process, funded by Pix from an account in your own name. Check the Banco Central's public lists, keep records of each deposit and test a withdrawal first.
  • A crypto ETF on B3, bought through any local brokerage. HASH11 from Hashdex was the first in 2021; bitcoin funds include QBTC11 and BITH11, and ether funds QETH11 and ETHE11. You hold fund shares, not keys, and pay an annual management fee.
  • Self-custody, after buying on a regulated platform, for long-term holdings you are prepared to secure yourself.
  • If you use a foreign exchange, note that since 1 July 2026 individuals must report to the Receita Federal when monthly operations exceed R$35,000.

Risk note: this is general information, not investment, legal or tax advice, and not a recommendation of any platform or fund. Regulatory status can change quickly; confirm it with the Banco Central before depositing. Cryptoassets and crypto ETFs are highly volatile, can lose most of their value and are not covered by the FGC deposit guarantee. Talk to a licensed adviser or contador about your situation.

Key takeaways

  • Platforms already operating had to file for Banco Central authorization by 30 October 2026.
  • Filing lets a firm keep operating during review; it is not an authorization.
  • Bitso, NovaDAX and others left Brazil's retail market in 2026.
  • Crypto ETFs on B3 give price exposure through any brokerage account, without keys.

FAQ

Is it legal to buy crypto in Brazil?

Yes. Buying, holding and self-custody are legal; service providers must be authorized by the Banco Central and holdings must be declared to the Receita Federal.

Does a Banco Central filing mean an exchange is authorized?

No. A timely filing lets an existing platform keep operating during review; authorization is a separate decision that can take years.

Can I buy bitcoin on B3?

You can buy crypto ETFs listed on B3, such as funds tracking bitcoin or a crypto index, through any brokerage account; you own fund shares, not the coins directly.
