Dubai Prime: Palm Jumeirah, Downtown, Dubai Harbour and the Off-Plan Rules

Branded towers by Armani, Bvlgari and Mercedes-Benz, and a market built on off-plan sales. The addresses, the escrow rules and the payment-plan basics.

Dubai sells a lifestyle that few cities can match: year-round sun, beach clubs, no shortage of Michelin-starred tables and towers signed by fashion and car brands. It also runs one of the world's most active off-plan markets, where homes are sold years before they exist. Knowing the addresses is half of it. Knowing the rules is the other half.

Three prime addresses

  • Palm Jumeirah: the man-made island of villas and beachfront towers. Arada and the Armani Group are building Armani Beach Residences, 53 homes designed by Tadao Ando, while AVA Palm Jumeirah carries the Dorchester Collection name.
  • Downtown Dubai: city life around the Burj Khalifa and Dubai Mall. Binghatti's Mercedes-Benz Places brings a car brand to the district.
  • Dubai Harbour: a newer waterfront between Palm Jumeirah and Dubai Marina, home to Emaar Beachfront and its marina towers.
  • Nearby, Meraas's Bvlgari Lighthouse on Jumeira Bay Island adds jewellery-house glamour to the coast.
In Dubai, the floor plan is often signed before the foundations are poured. The paperwork is your real foundation.

Off-plan rules, in plain words

  • Escrow: under Dubai's Law No. 8 of 2007, buyers' payments for off-plan projects go into an escrow account opened for that project with an approved bank.
  • Release on progress: developers can draw on escrow funds only as construction milestones are met, under the oversight of the Dubai Land Department and its regulator, RERA.
  • Registration: off-plan sales are recorded in the Land Department's interim register, known as Oqood, before the title deed is issued at completion.
  • Disputes: the Land Department does not cancel contracts; disagreements go through the competent courts or dispute channels.

Payment plans, the basics

Most off-plan projects ask for a down payment at signing, followed by instalments tied to dates or construction stages, and a final payment at handover. Some offer post-handover plans that stretch payments after you receive the keys. On top come registration fees and agency costs. Property ownership can also open the door to UAE residence visas, subject to thresholds and conditions that change, so check the current rules.

Questions to ask

  • Is the project registered and its escrow account active? Ask for the details.
  • What has this developer delivered, and how late, if at all?
  • What happens if you miss an instalment, or if handover slips?
  • What will service charges be once the building is running?
  • Engage a licensed UAE property lawyer; this is not legal or investment advice.

Key takeaways

  • Palm Jumeirah, Downtown and Dubai Harbour are freehold areas open to foreign buyers.
  • Dubai law requires off-plan payments to go into a project escrow account.
  • Off-plan contracts are registered with the Dubai Land Department through Oqood.
  • Payment plans vary by project; read the milestones and penalties closely.
